Prime Minister Manmohan Singh on Thursday announced central assistance of Rs 1,000 crore for the Bihar government to accelerate relief and rescue operations for the flood-affected.

At least five districts of north Bihar have faced large-scale devastation unleashed by the Kosi following the breach in its embankment at Kusaha in Nepal.

The announcement to sanction the assistance amount, besides 1.25 lakh tonne grain, was made after the aerial survey of affected areas undertaken by the PM on Thursday. Perhaps so moved was the prime minister on seeing the ground reality that he also declared it a national disaster and assured that the Centre will extend all possible help to the state government.

The Bihar government is facing a daunting task in relief and rescue operations given the seriousness of the problem which has displaced nearly 20 lakh people by the Kosi changing course and inundating new swathes of land mass in north Bihar districts. It is apprehended problems could aggravate if the level of water rises due to discharge from catchment areas in Nepal.

“Till yesterday, the water discharge hovered around 1.67 lakh cusec. But today it rose to 1.72 and may augment further in the coming months if the upper catchment areas in Nepal experience more rain. In that case, the situation will worsen,” said an official of the state water resources department.

The prime minister was accompanied by UPA chairperson Sonia Gandhi, Union home minister Shivraj Patil, chief minister Nitish Kumar, railway minister Lalu Prasad and Union chemical and fertilisers minister Ram Vilas Paswan during the aerial survey.

Apart from the state government machinery, three columns of Army, personnel of national disaster response force (NRDF) and a large number of voluntary bodies are currently involved in the rescue operation. About 700 boats have been pressed into service to evacuate the marooned to safer places. With a view to involving political parties of all hues in the strategy which needed to be adopted to speed up relief and rescue operations, Mr Kumar has called an all-party meeting on Friday to discuss the flood situation.

It is a familiar situation. For all those of you who believe in taking work home, how many times have you desperately wanted to access your home PC from office just because you saved the all-important file on its desktop? It could be equally traumatic when you are travelling and don’t have access to the laptop you’ve left at home. If you didn’t know, there is help at hand. With Remote Desktop, once you have synchronized the computers you want to access, you can remotely control any PC from anywhere. You can access and use the data, application and network resources without being anywhere near the computer. You can even print copies of your documents from the office computer, sitting at home.
It is a very simple concept. In Remote Desktop, you take control of your home PC (host) using another computer, say your work laptop (client), through the Internet.
Setting this up is quite easy, too:
1 To begin with, you need to make sure that your home PC, or the “host”, allows your work computer, or the “client”, to access its files. To enable Remote Desktop, click on the Windows’ Start tab and select Control Panel from the main menu;
2. On the new menu that appears on your screen now, click on the Performance and Maintenance tab. At the bottom of the new window, click on the System tab and go to System Properties. Enable the Remote Desktop property in this window. This is to ensure that the “host” and the “client” can talk to each other;
3.Once you connect your host to the Internet, you need to ensure that only the “client”, and nobody else, can access it;
4. For this, you need to fix your Firewall. Go to Control Panel and select the Security Centre tab. In the Windows Security Centre that is now open, click on the Windows Firewall. In the new window that is now open, make sure that the “Don’t allow exceptions” tab is not selected. On the top right side of this window is a tab called Exceptions. Click on this and enable the option labelled Remote Desktop. Click OK, and close all the windows;
5. Now your host is willing to talk to your client. But before you are able to access the computer, your client must know the host’s name before the two can be synchronized. For this, you need to know the host’s IP address, a unique number that identifies the host. You can find this address by clicking on Start>All Programs>Accessories>Command Prompt;
6.In the new window that is now open, type “ipconfig”. The window will display your host’s IP address. Keep it handy;
7. Your host is now ready, but to make sure that you can talk to it, it should be switched on and connected to the Internet;
8 To access your home computer, switch on your work client and connect it to the Internet. Now click the Windows’ Start button and click on All Programs in the Menu. Select Accessories in the new window and go to Communication. Once you have the Options dialogue box in front of you, click on Remote Desktop Connections;
9. This will open another window that says “Computer” with a space in front of it, and a row of buttons underneath it. In the blank space, type in your host’s IP address, and then click on Connect tab at the bottom. Once this is done, the two computers will connect to one another;
10. But, on client, a prompt will ask you for the username and password you use on the host computer. Enter these details, and on your client’s screen, you’ll see the host’s desktop, with all the files and folders in place. Your remote desktop is now ready.

Just days after news broke of 49 babies dying during clinical trials at AIIMS, Times Now has managed to get the Right to Information (RTI) report that makes a shocking revelation. Two of the four drugs tried on the babies were meant only for adults and not for children below 18.

AIIMS, one of India\'s premier hospitals, now is in the eye of a storm after news that 49 babies died during clinical trials. The shocking RTI pointed out that that babies who died were administered medicines that were not meant for children below 18.

Expressing shock at the incident, Dr CM Gulhati, Editor of Civil Society journal, Monthly Index of Medical Specialties said, \"What is horrifying in the report that has come out of the RTI is that these tests were done from 1 year to 16 years and otherwise there was no division or sub division. It was not that it was tried from 12 to 16 and then you wait for 2 to 3 years and therefore small children over the age of 1 year but below the age of 16 years are all used as guinea pigs - this is the most serious problem with the tests.\"

So far, AIIMS has remained silent on this controversy but late Saturday night Veena Kalra, the head of the pediatrics ward did admit that some of the babies may have died during to the trials.

This revelation raises a number of questions about how was the hospital given permission to conduct trials of drugs meant for adults on babies. Were these children made guinea pigs because they were from poor families?

Rahul Verma, who had filed for a RTI report said, \"We are approaching National Human Rights Commission because now we feel that if we go by the former head of the department Veena Kalra by her statement that she gave to a certain newspaper that yes some of these were poor families and died because of clinical trials - its strictly violation of article 21 - the fundamental right to life.

This RTI has opened up a Pandora\'s Box when it comes to how easy it is to get clinical trials conducted in India and with the matter being taken to National Human Rights Commission, AIIMS the premier medical institute has a lot of answering to do.

Reserve Bank finds Rs.30 mn fake currency in State Bank currency chest

A Reserve Bank of India (RBI) team has completed the scan of a currency chest at the Domariyaganj branch of the State Bank of India (SBI) and found fake currency with a nominal value of Rs.30 million, bank officials said Monday.

The RBI team had been scanning the currency notes in the chest since Aug 1 following the arrest of its cashier, Sudhakar Tripathi. The chest contained Rs.1.84 billion.

Money from the branch used to be supplied to smaller branches of nationalised banks in and around Domariyaganj, a small town in Uttar Pradesh\'s Siddharthnagar district, close to the India-Nepal border.

Tripathi was arrested July 29 and during interrogation confessed to exchanging fake currency notes with a nominal value of Rs.15 million with original ones from the bank\'s currency chest, the officials alleged.

The scam came to light when the Special Task Force (STF) of the state police arrested four people with fake currency notes in the town.

The case was soon transferred to the Special Investigation Team (SIT) on whose request the hearing was shifted to the court of the special judge here who handles anti corruption cases.

The officials of the RBI team refused to talk to the media in Domariyaganj Sunday and said their report will be submitted to the RBI headquarters in Mumbai.

\"It is up to them (headquarters) to reveal our findings,\" an official stated.

Meanwhile, the SIT claims to have gathered vital information about the scam after the interrogation of Tripathi and co-accused Abid Shekh.

\"We hope to make more arrests but currently we are not in a position to divulge any details,\" superintendent of police, SIT, A.K. Mishra said.

The case was recommended for transfer to the Central Bureau of Investigation some time ago and according to government sources, the CBI is keen to probe it.

-Be careful when you withdraw fron ATM or from Cash Counter to check fake notes as if you are caught with fake currencies you will be behind bar .

The bus service between Poonch town of Jammu and Kashmir and Rawalkote in Pakistan-administered Kashmir was suspended on Monday due to a curfew that was imposed in Poonch following clashes over the Amarnath land row.

\"The bus service across the Line of Control (LoC) has been suspended as of today (Monday) but is likely to be operational on its next scheduled date after a fortnight,\" an official said on condition of anonymity.

On Saturday, an indefinite curfew was imposed in Poonch, about 240 km north of here, after communal clashes. Police officials said at least 70 shops were set on fire by protesters. The trouble erupted over two rival processions around the Amarnath land row.

However, curfew was lifted in the rest of the Jammu region Monday since there had been no violence since Saturday although a few processions were taken out by protesters demanding allocation of land to the Shri Amarnath Shrine Board.

The Poonch-Rawlakote bus service was started June 20, 2006 and has been operating regularly since then. In Jammu and Kashmir\'s Rajouri and Poonch districts alone, there are almost 50,000 families split by the LoC.

The Srinagar-Muzaffarabad bus service, named the \"Karavan-e-Aman\" or caravan of peace, was the first trans-LoC bus service. It was inaugurated by Prime Minister Manmohan Singh April 7, 2005.

This bus service was disrupted for almost six months due to the Oct 8, 2005 earthquake. It also did not operate on Aug 14, 2008 due to curfew and massive protests in the Kashmir valley over the Amarnath land row.

The state government had May 26 transferred a 40-hectare plot of land to the Shri Amarnath Shrine Board but withdrew this following protests in the Muslim-dominated Kashmir valley. The revocation July 1 ignited an agitation in the Hindu majority Jammu region.
