CERC planning to regulate?

Yes - In early September CERC did suggest a cap for short-term power generated by HYDRO AND COAL PLANTS ONLY. If I remember correctly, it was something like Rs.6/unit for peak hours and Rs.5/unit for off-peak hours. This is just a suggestion and CERC did float a paper asking for opinions. To offer something to the power traders, CERC was willing to lift the 4p/unit cap it has current fixed for short-term power traders. I`m not sure whether it will be easy to impose a cap on short term power price. There are other issues involved as well. Short term power generators may opt to sell the power directly via the UI which can cause grid instability. If you go the livemint website and search under the terms CERC CAP PRICE you will find a nice article there on this topic. Please note that either way, this cap should not affect PTC in the near term. PTC will have its own power - via the Power Tolling Agreement - only in mid-2010 at the earliest. By that time one can`t tell what the price of short term power will be in the market. It may already be in the Rs5-6 range or below. Hope this helps....
